As a test developer, I want to use the setup_infrastructure_providers fixture, but I want it to be implemented via the db magic.

Writing to the DB to create providers has proven unreasonable due to credential encryption on the appliance. The REST interface is Coming Soon™ for addition, and in the meantime we should do existence checks via the DB.
