Couldn't resist that title. We need a meta rule which checks everything about crowsnest is plugged together and working:

There's a subscription to the alarm topic
That subscription is the email address from the stack
The subscription is confirmed
CloudTrail is running
Optionally send out a heart beat to third party (ie., Librato)
