The following external resources are helpful for understanding how WordPress works, and how a user or programmer can interact with the system.

The best starting point for beginning with a WordPress site you're hosting yourself is the official site dedicated to WordPress in your language. A full list of the languages supported by WordPress is on this page of translation teams. (For example, the sites dedicated to Swiss German or British English.)

Codex

The WordPress Codex is currently (November 2016) the central repository of information about all aspects of the system: from information for beginners, to technical information. Here are some good starting points.

HelpHub

The future location for administrative WordPress documentation will be HelpHub. Work is currently ongoing to develop this new site and to migrate the existing Codex content. An introduction Getting Started with Helphub provides further information.

Developer Resources

The Codex is still a good reference, but many topics and functions are described more extensively at developer.wordpress.org. The information there will steadily become more up-to-date and the Developer Resources site is rapidly becoming the de facto guide to coding for WordPress.
