Allow editors to edit the privacy page

The page is specially protected using the manage_privacy_options hook. Adding this capability using add_cap doesn't seem to work at the moment. (12.12.2018)

Solution: use the Manage Privacy Options Page to define which user groups are allowed to edit the page.
