Add a new configuration file for logging to avoid stdout output

Is your feature request related to a problem? Please describe.
The current file used for logging is the standard one, which output to file and console, and this is not very useful on applications using KNet

Ccreate a new one which does not write on console by default and leave the current one in other cases
