Default protocol configurable and relative URL mode

One item in the ROADMAP file says "Make default protocol configurable". I suggest another option; if it is left blank, then entered URLs are treated as relative to the current file instead (unless it is a complete absolute URL including scheme, in which case it is treated as absolute).
