Or should we just * 100 in the API? It's easier for me to understand percent than rate at a glance (framerate and bitrate aren't necessarily values between 0-1 either).

I'm not sure. I think “rate” makes more sense, but I'm not sure. Trying to find analytics APIs as a reference, most of them seem to return the raw numbers, not a computed rate, without any field name. Yahoo's API uses “ratio”.
