Sides Cut Off On Entire Thing

What steps will reproduce the problem?
1. I use an SDTV and the sides are cut off on the emulator and rom

What is the expected output? What do you see instead?
I do not want the sides cut off.

What version of the product are you using? On what operating system?
0.9.9

Please provide any additional information below.
Please add in an X,Y feature for moving the screen and resizing it for whatever 
screen you use.
