Matplotlib 1.4 doesn't install from source on CentOS 6

In #3262 the minimum version of freetype was lowered to 2.3, but it looks like this change wasn't propagated to the 1.4.x branch. CentOS 6 ships 2.3.11.

I just installed it against my local setup after lowering the required version and all the tests seem to pass against 2.7.8 and 3.4.1. I'd be happy to test anything you need to lower the version back to 2.3.

Incidentally, the currently documented freetype minimum claims to be 1.4, see http://matplotlib.org/users/installing.html#optional-dependencies.

Sorry about that, it has been cherry-picked now.

I am not inclined to do 1.4.1 on account of this, @mdboom ?

My current plan is to update the documentation and include a note about this issue.

I think the documentation update is fine.

In the future, maybe having a way to skip the version check from the setup.cfg might be handy for these cases. To say "I know it should work, don't complain".

I am going to leave this open as a reminder to change the docs again once #3413 is merged and 1.4.0-doc is merged into 1.4.x
