When a user has sent the last event, the spec suggests that we should consider everything prior as read ( see matrix-org/synapse#14837 (comment) )
This change should allow us to remove https://github.com/matrix-org/matrix-react-sdk/blob/8fe5714673be10f71f5ad899bda1f00b7216cc79/src/components/structures/TimelinePanel.tsx#L1097 in the React SDK side of things.
