Per updates to MSC3952, we should replace the custom is_room_mention rule with exact_event_match from MSC3758.

Depends on #14964.

I think I get it: exact_event_match is for matching a field in an event, is_room_mention was for matching one specific hardcoded field in the event, so it's been replaced by a more general mechanism.

Not really wanting to bikeshed but I would have somewhat expected exact_event_match to be called exact_field_match or something buuuut I guess it's too late for changing that without a lot of pain anyway.

Yes, sorry for not being clear in the description! 👍

This sounds like a comment for MSC3758 -- that hasn't been merged yet so feel free!
