Remove support for Python 3.7

Fix #15836

Follow-up PRs:

  1. Update python = "^3.8.0" in pyproject.toml
  2. poetry lock --no-update

Just curious why you changed the whitespace here (and the other place with a whitespace-only change)?

It's just auto-formatting from VSCode but it does look correct to my eye as well so I left it 🤷

 - raises the minimum supported version of Python to 3.8, as Python 3.7 is now [end-of-life](https://devguide.python.org/versions/), and
 - removes deprecated config options related to worker deployment.
