I pulled this out of #15629 as it is a refactor, not actually stabilizing support. (And it is making the diff of that PR a little worse, even though that PR isn't too large.)

We have two bits of code which attempt to take a transaction ID and get the corresponding event ID. One is embedded in get_event_from_transaction_id and one is inline as part of _local_membership_update. I've combined them by pulling out the one from get_event_from_transaction_id (and creating an get_event_id_from_transaction_id) and calling it in both spots.

The logic is a little different in the two since get_event_from_transaction_id would return early while _local_membership_update didn't, but the new function should match the logic of both.
