So, I haven't found how OIDC does that then, but how does the server then know, when to throw away encryption keys, if there are no client sessions you can terminate? And if there are such sessions, wouldn't it make more sense to link the txn id to a "session concept" instead of device ids, which can be reused?

There are two parts to this in the OIDC proposal:

The client generates their own device ID and specifies it in the OIDC scope that is requested at the point of sign in. This scope described in MSC2967

When the client signs out the OpenID Provider is responsible for informing the Homeserver that the device should be deleted. This process is described in MSC2964

The letter of the process and spec would indeed make this a breaking change, though honestly given the data and my own inclination that it'd be fine, I don't mind counting it as backwards compatible for spec purposes.
