While working on #7674 I had missed that the
phraseproperty of a treq responses is bytes, not a string. This gets used to createHttpResponseException, which doesn't match what is expected there.The
phrasegets set asHttpResponseException.msg, which can be JSON serialized whento_synapse_erroris called and the original error body did not have anerrorproperty:synapse/synapse/api/errors.py
