This PR allows ThirdPartyEventRules modules to view, manipulate and block changes to the state of whether a room is published in the public rooms directory.

While the idea of whether a room is in the public rooms list is not kept within an event in the room, ThirdPartyEventRules generally deal with controlling which modifications can happen to a room. Public rooms fits within that idea, even if its toggle state isn't controlled through a state event.

this will break compat with classes which don't have a public_room_manager parameter on their constructor?

maybe in this case it's best to just document this as a breaking change. But if we're going to do so can we make it future-proof by passing in a moduleapi and getting rid of http_client (possibly by making the simplehttpclient accessible via the moduleapi).

Generalise public rooms check, allow blocking removal from public rooms dir as well.

Remove the check on alias association, that is unrelated.

Note that we now execute the same behaviour as when publishing the room is
blocked by the homeserver config. That is, we now 403 the /createRoom call
instead of just letting the room be created without entering it into the public
rooms directory.

Finally, only call check_visibility_can_be_modified if it exists.

This PR switches several conditions regarding room access rules to check against the status of the room's inclusion in the public room list instead of its join rules.

The code includes a snapshot of matrix-org/synapse#8292, which will likely change in time and need merging in again.

I would recommend exposing these as @property methods, so that they can have some docstring describing what they do

PR #8292 tried to maintain backwards compat with modules which don't provide a
`check_visibility_can_be_modified` method, but the tests weren't being run,
and the check didn't work.
