v40问题：河北的网页，手机上正常，小米电视上打开后只出图画，不播放，好像处于暂停状态！？？ #22

之前的版本在电视上能播放。

小米电视miui,安卓9的，
webview版本是66.0.3359.158

手机是小米mix2，安卓9，
webview版本是120.0.6099.232

以前发现一个情况：
低版本的webview，网页视频不会自动播放，
高版本的webview，却会自动播放视频，
腾讯x5内核也会自动播放视频
