Editing multiple buffers is not easy at the moment. Should be fixed in commit: add -buffer parameter to :exec command.

:exec -buffer a,b,c,d qq

If I remember well, mawww was arguing that it should not be the job of the editor to handle multiple windows. The windows manager (being either a graphical or text one) should be used to do so.
Is multiple buffers a special case? Or should we consider that, for example, the windows manager's tabs are the preferred way?
