Add a configuration to stop automatically adding copyright background tasks

When looking at some external source code, such as C++ STL, this task will modify the source file, which is not expected.

The default behaviour of this plugin is aggressive. Anytime i look inside my node_modules folder it auto adds copywright.

Default behaviour should be on New Files only.

I absolutekly agree with this idea. When I open a file which is system file,it matters.
So can we make some measures to stop it automatically ?
