Do you mean the registration of CoNLL 2016 Shared Task?
This project assumes that you already have the CoNLL 2016 data. At this point, I cannot help you to get that data, unfortunately. (The link to CoNLL in READEME was just a reference to make clear from where I've obtained the data...)

But actually, all you need is Penn Discourse Tree Bank 2.0. If you want, I will add a script that prepares data from LDC2008T05.tgz distributed by LDC. Please contact LDC to get an access to LDC2008T05.tgz file.
