Charger circuit for V2 boards? #11

Add a battery charger circuit to V2

USbc connector (will require moving Network and Wifi lights) so that it is on the edge
Charging and charged status lights

What happens when a charging power supply is connected and the lights are on?

Looking inital at the CN3791 IC used in the solar circuit.
