The timezone a user is posting in can help narrow down possible locations.

We would need to look into:

Is this information easily available in the tweet?
Do we have timezone information of a location from GeoNames?

A user's timezone is no longer in the API. From the documentation:

time_zone null Value will be set to null. Still available via GET account/settings as tzinfo_name
