CSP - Changing SMTP relay requires to restart CSP

It would be nice to avoid restarting the core platform for changing an SMTP relay partner.

Understood, however, the SMTP parameters are potentially used by various containers and by default such configuration is passed on as env variables. Safer approach is to restart the core platform.
