Refactor hub_utils and migrate to meltano org

Migrate https://github.com/pnadolny13/hub-utils to the meltano org now that its actually being used by the hub. It should also be refactored and cleaned a bit while doing this. While I was building this I was adding CLI commands to solve individual needs so the CLI isn't very purposefully designed right now, some features arent used anymore or arent complete, we should clean that up.

• think through what CLI commands are actually needed and remove the rest
• refresh the readme to more clearly explain what the commands are and why they exist
• migrate to meltano org
• consider removing the pipx dependency so its more accessible for meltano users without pipx installed. Not everyone uses pipx.
