docs: move all Developer TODO items in cookiecutter readme to comment blocks #969

The cookiecutter Readme's have a bunch of TODO items and it's common to see these rendered on the main repo of taps and targets in the wild.

We can easily move these to comment blocks so that they are still available to guide the developer experience, without being an awkward flag of something forgotten.
