Adding Exasol as a partner driver

Exasol is ready to graduate its community driver to a partner driver.

This PR changes the in-product disclaimer from Community to Partner

(contact info is missing, because they need to update their manifest)

And updates driver docs: add Exasol as a partner driver and remove it from the community section
