I'm trying to install MetaCPAN::Client on a new machine with a self-compiled v5.38.0. These URLs that fail are prefectly fine from any other client I tried. I suspect this is actually a problem in a module that it uses, and I am investigating.

In short, I had a filename set in SSL_CERT_FILE, but that file did not exist. That's my fault and I didn't realize that HTTP::Tiny would not fail over to something else (and it can make sense).
This is a problem with HTTP::Tiny, which I'll deal with separately. But this is related to #82, where we could use better error reporting.
Feel free to immediately close this once you've read it since #82 is sufficient.
