Regarding VERIFICATION.txt - that's intended to describe how to independently verify the files. Chocolatey.org already automatically displays the checksums for embedded files.

It looks like the application originates from https://github.com/mh-cbon/emd/releases. In that case you should suggest people go to that site and compare the checksum for the appropriate file from there.
