The script installation requires a network connection, and I need to install it with an offline installation package, I found the rpm package on ALT, which may be installed offline in Linux, but the other installation methods all seem to require networking. The Windows version can only be installed online?

It can be installed offline, but it requires some Windows knowledge (install from binary).
You should ask @nonepork I'm not very familiar with windows :(
