I've used temporaries solutions such as gsettings set org.gnome.shell.extensions.dash-to-dock extend-height false

I've founded the same problem in this link

I had the same "no scrolling" issue after updating to Gnome 41 on my Debian laptop, when I opened the applications via the button in the dash. Weirdly, scrolling was possible with no issues when I opened the applications via double tap on the super key or super+A.

The setting to animate the application button, as highlighted in the attached screenshot, did the trick for me. After activating it, scrolling is possible again (reproducible no scrolling if deactivated).
