Fixes #6367

Seems that there was an issue with the publishing pipeline for the image we use to run R tests with sanitizers. That issue is now fixed, and these tests are passing with the new images (and therefore latest version of R-devel) 馃帀

Context: wch/r-debug#35

This makes the r-sanitizers CI jobs required again, reverting the change to make them optional in #6357.
