Make FancyZones remember last set layout when restarting the app/computer #13236

Description of the new feature / enhancement

At the moment, everytime I restart it sets back to a default "Priority Grid" layout. I either want it to remember the last selected layout, or have the ability to change the default layout to a custom layouts (or one of the other templates).

Scenario when this would be used?

After every app or PC restart.
