Steps to reproduce

Update the app. This and the last update did this
PowerToysReport_2022-02-10-22-14-06.zip
.

✔️ Expected Behavior

I expect PowerToys to retain all settings including what is and isn't enabled when updating to new versions.

❌ Actual Behavior

At least twice now when updating the program the FancyZone module is disabled by the install when it was active on the desktop.

It's not only Fancy Zones. Happens to most other tools as well for me. Except for PowerRename 🤔 See #16344 or #16271

New PowerToys release v0.56. will be out soon. Could you check if the issue is still there when you update to v0.56 and if yes, post the new bug report here?

The update did not turn off FancyZones. But now it's turning off again on a system restart. I'll see if that report is still open.
