Toggle case of selected text with a keyboard shortcut

Description of the new feature / enhancement

In any standard text field, pressing a key combination (such as tapping shift 3 times in rapid succession) will cycle any selected text through this sequence: all caps -> all lower case -> title case -> small caps -> (repeat with all caps).

The user can configure which of these options will be used. Small caps should probably be disabled by default.

The user can also change the key sequence.

Scenario when this would be used?

While many text editors provide this function already, it would be nice if it was globally available with all text inputs, as as many as possible.
