Scrolling issue in minimized window

Steps to reproduce

Open PowerToys, go to the Fancy Zones tab, minimize your screen so it isn't the entire height of your screen, scroll down to about 90% of the way down the page, and there is where you will see what I noticed. When trying to scroll to the bottom of the page, the scroll bar on the right side of the page and the page itself start to wiggle and won't let you get to the bottom of the page. ✔️ Expected Behavior

To be able to smoothly scroll to the bottom of the page, which happens when the window is maximized.

❌ Actual Behavior

When a user gets toward the bottom of the program page, the page bounces back up a bit. I know this isn't a huge deal, I just noticed it as I was setting things up for the first time and wanted to pass it on to you all. I appreciate the work you're doing!
