Repro Steps

Run wsl --install says everythign installed, using any WSL command just sits there no response nothing

For it to work

This is my third attempt to actually get WSL working, it is beyond frustrating, i have tried nearly everything suggested in other places, completely removed and rerun. It always says it installed fine but every command just hangs or sits there with no feedback

There is no network, disk or CPU activity

seems like a simliar issue to this #9075

but cfg is enabled in system settings but showing notset when running ps commands. I also see this error in hyper v logs
