Did you try installing Ubuntu distribution? There might be a bug in the ubuntu distribution.

I hope it'll help. I had the same issue. --web-download did the trick for me.

Thanks all for the replies. I continued to try turning Windows features on and off and eventually it worked - I think when I removed WSL it also removed Docker Desktop which probably was the actual root cause of the issue. Either way it's working now so thank you for taking the time to comment, but you can close this now.
