All WSL commands hang #9356

Repro Steps

In terminal type any command with "wsl".

Expected Behavior

WSL to open

Actual Behavior

WSL hangs forever. Version and help flags work but thats it. I've tried the LxssManager fix, toggling hyperv/wsl in features and restarting and those haven't worked. What else can I do?
