Issue Description

Starting from task version 1.181.0 passwords in the keyvault that contain % symbol transformed into %25, which leads to failed authentication. Looks like Url Encode is now enabled.

We started seeing this issue today, how can we assert we have this hotfix? We've updated the agents and the version is still 1.181.0.
