Please accept this contribution adding the standard Microsoft SECURITY.MD 馃敀 file to help the community understand the security policy and how to safely report security issues. LOL. @dcantah - You're going to have to do this one manually. The bot isn't smart enough to vendor the tests :)

@jterry75 Yea, I'm kinda leaning on getting rid of the /vendor in tests
