Description of the new feature / enhancement

To provide extra functionality over the standard Windows format utility. Currently, if I need to use a USB stick on macOS, I can't format it in Windows without compatibility issues. Also the standard Windows format utility hasn't been updated since the 90s and is restrictive.

Scenario when this would be used?

If I need to format a new drive with a specific file system, or need to securely format a drive using multiple passes to do so.
