Description of the new feature / enhancement

Auto-run editor. Also, the ability to enable / disable PowerToys to auto-run with Windows startup. Kinda surprised it's not already a thing.

Scenario when this would be used?

Every day I turn on my pc.

Supporting information

I opened the settings of .83 to disable PowerToys starting with Windows logon, only to find that the option for that isn't available. I was shocked!

Then I thought, "Hey, self, how about an auto-run editor? That sounds good." So, here I am writing you guys. Cheers!
