Fancy Zones doesn't work with workspace launched softwares when installed as a user #34771

Steps to reproduce

Create a workspace and then try to move the opened windows via fancy zones (Shift + Drag)

✔️ Expected Behavior

I would expect the software that was launched to work that way. For the record VSCode is one of the programs, but it is not running as an administrator

❌ Actual Behavior

It just doesn't detect it at all.

Other Software

This applied to edge, and vscode (both not running as admin.) But I suspect those are common enough that it's not exclusive to them.
