Describe the bug
Arcade offline app: Deleting project makes app blank

Steps to reproduce the behavior
1.Download app in https://makecode.com/api/release/arcade/v1.4.36/win64 and install it
2.Click Delete Project

Actual behavior
Deleting project makes app blank. It can restore if reopening it.

1.OS: Windows(rs6)
2.arcade version: 1.4.36
3.Microsoft MakeCode version: 6.12.16

Applies to live site as well - see issue peli linked here from microsoft/pxt-microbit#3959, this isn't offline app specific ~
