would in buffer completion an option for vertico? E.g. when in shell mode etc?

Yes, you can use consult-completion-in-region in combination with Vertico. Alternatively don't use Vertico, but try Company or my recent Corfu package. See here https://github.com/minad/consult/#miscellaneous. I hope this answers your question.
