Retrain detection models from scratch with the updated augmentation pipeline

No milestone yet we will do this step by step

  • db_mobilenet_v3_large (pt - done)
  • db_resnet50
  • db_resnet34
  • linknet_resnet18
  • linknet_resnet34
  • linknet_resnet50
  • fast_tiny (can be ported to TF @felixdittrich92 )
  • fast_small (can be ported to TF @felixdittrich92)
