My question is that after i make system run on apache is possible to start zqm_subscrive and dispatcher at boot system.

Dear,
The easiest is to put it into /etc/rc.local IF you have the python modules installed globally.
If you use a virtual python environment as per install document it is easiest to make a screen or tmux session on boot.
I will keep this issue open to implement another, and cleaner, way to start the ZMQ daemons via systemd.
