Some SRG XCCDF files fail to load

When attempting to load the following SRGs, they fail with a 500 and no error provided to the user.

U_Domain_Name_System_V2R4_Manual-xccdf.xml
U_Mainframe_Product_SRG_V1R4_Manual-xccdf.xml

I'm having the same problem with the U_ASD_STIG_V5R1_Manual-xccdf.xml

Missing end tag for 'Subject' (got 'VulnDiscussion') Line: 1 Position: 592 Last 80 unconsumed characters: Upload an SRG

Strangely that SRG is on the heroku deployed application, possibly that was migrated from an earlier version.

If so, STIGs were not meant to be uploaded in that manner.

Never mind, we can only import from a spreadsheet as of now.

Yea and that is really a hack and wasn't intended for that workflow.
