Prevent windows from resizing and repositioning themselves if they are managed by nwm #9

Guake, in particular, does this. Currently, you have to re-apply the layout by switching to the same workspace again - which is OK, but not great.

i suggest you freeze the relayout function while the user drags the window and unfreeze it when the user stops the drag. Now the interface just jumps and sometimes you can even loose (?) what you could swear you were dragging a second ago (tested in chromium on arch linux) I think it's more safe to use this kind of aproach: do not loose the context(layout) until the user action has finished.
