configファイルの設定

ビルドの前だけでなく，テストの前にも mkdir /config/　をしておかないと，pubspec.yamlファイルからconfig/を読もうとしてエラーになる

androidのビルドに失敗する
Flutterのバージョンがあってない場合失敗する
